Launched in 2022, the Freedom of Expression (FOE) Project is a biennial public arts and culture initiative co-founded by Iowa-based artist, advocate, and mentor Jill Wells and Midwest arts and accessibility leader Katie Flippen. FOE champions the full participation of individuals of all abilities in all aspects of life through the arts. 

"Accessibility is about more than access—it is about belonging. When artists of all abilities create, learn, mentor, and lead together, we don't simply make room for more voices; we build a cultural landscape where everyone has the opportunity to shape the future of contemporary art."
